If they are double-eye leaf springs, it should not matter which way they are facing. But if they are slipper springs, the eye end is at the front and the slipper is at the back. If you do not have the boat on the tandem axle trailer, what you have mentioned is how the trailer suspension will look without a load on it. The equalizer will be up in the rear and the rear spring will be tilting the axle forward. The reason is because the rear tires on your boat trailer are made to scrub when turning and with the suspension set up this way it keeps the majority of the load on the trailer from being put on the rear tires.

There isn't a set dimension on where to install the hangers of the Single-Axle Trailer Hanger Kit # APS3 when you're using a 26-1/2" leaf spring, as it was really designed around a 25-1/2" leaf spring, so you'll need to tack weld the hangers in place until you get the correct shackle geometry but 25-3/4" spacing should be about right. It is quite common for old worn-out leaf springs to measure longer than they were when new. This elongation is one part of the wear process. The modest length difference between the 25-1/4-inch and 25-7/8-inch springs you reference is small enough that hanger relocation should not be necessary.
Spring length should be measured with the springs removed from the trailer. If still installed on the hangers and under any load the spring will not measure the same as when removed from the suspension.

You can absolutely use the underslung Dexter Trailer Axle Beam with 4" Drop E-Z Lube Spindles - 95" Long - 3,500 lbs # 7685269 with leaf springs mounted to the top of the axle.

It would seem unlikely that your spring would be 24.5 inches if when there's a load it's 26 inch but you never really know.
